BYLAWS OF THE DIVISION OF INTERNATIONAL CRIMINOLOGY OF THE AMERICAN SOCIETY OF CRIMINOLOGY

(Modified Autumn 2004)

I. COMMITTEES:

  1. There shall be a Program Committee of three members who will provide recommendations to the Program Committee of the American Society of Criminology.

  2. There shall be a Membership Committee of three members that     will solicit new members in administrative co-ordination with the     divisional secretary.

  3. There shall be a Nomination-Election Committee of four members     that will develop a slate of candidates, inquire of the nominees     whether they are willing to serve, and report the divisional     slate to the ASC Administrative Office in time for inclusion in     the regular ASC ballot. Following the election, The Nomination-Election Committee is to inform all candidates of the results of the election.

  4. There shall be a Newsletter Committee of two members that will     receive items for publication of at least two issues in a     calendar year. The Newsletter Committee will also develop and     publish other relevant material as appropriate. The budget will     be determined and expended through approval of the Executive Council and in co-ordination with the Divisional Treasurer.

  5. There shall be a Distinguished International Scholar Committee     composed of three members that will identify an international     scholar to attend the annual meetings.

  6. There shall be a Distinguished Book Award Committee composed     of three members that will identify an annual recipient of the     Division’s book award.

  7. There shall be a Website Committee composed of three members that will be responsible for maintaining and updating the Divisional website.

  8. There shall be a Publications Committee which handles any agreement within the context of the DIC, between the Division and a publisher.  This Committee will report to the Executive Council who will have the final say in establishing and managing such an agreement.  All such agreements are in the end subject to the approval of the ASC Executive Board, and can only be signed by the ASC Executive Director. 

  9. The membership of these committees will be determined by the     Chair of the Division and announced at the Annual Meeting of the     American Society of Criminology.

  10. There shall be an ASC United Nations Delegation of Representatives   composed of as many members as allowable by ECOSOC NGO guidelines, one of whom must be the DIC Chair.  These representatives hold three year terms and must be confirmed by the ASC Board.  The representatives will be nominated by the DIC Executive Council who will solicit nominations from the membership.  The Main Vienna Representative will be chosen by the delegation and will be a non-elected member of the Executive Council, unless he/she is already an elected DIC officer or member of the Executive Council.

II. ELECTIONS AND TENURE

  1. Candidates for the offices will be recommended by the Nominations Committee two months prior to the time of election.  After the Nominations Committee has determined that the nominees are willing to serve, members of the Division will be notified of the slate through the Newsletter. Election ballots for the Division will be mailed to the Divisional membership by the Divisional Secretary, who will specify a deadline, receive the ballots, count them and inform the candidates.  Decisions in voting shall be by plurality. The nomination  and election procedures should include selection of three or more members of the Division’s Executive Council, who will be included on the same ballot as the divisional officers. In addition, the Nominations Committee should make provisions for members to volunteer for committees or for suggested other persons.
  2. Officers will hold office for two years, beginning at the time of the Annual Meeting.

III. DUES:

     Annual dues for members of the Division shall be due at the time of the Annual Meeting of the American Society of Criminology. The Secretary of the Division will be responsible for maintaining a current list of members in good standing.

IV. FUNCTIONS OF THE DIVISION:

  1. The Division will work with the ASC Program Committee to organize sessions on international criminology at the Annual Meetings of the American Society of Criminology.
  2. A Newsletter will be published.
  3. A Divisional Meeting will be held at the time of the Annual Meeting of the American Society of Criminology. In addition to conducting the regular business of the organization, opportunity will be provided for raising topics and issues for membership consideration. At this meeting Robert’s Rule of Order shall be followed. For conducting the business of the Division, a quorum shall consist of ten  of the Division’s members in good standing. Voting decisions shall be on the basis of a simple majority.
