CONSTITUTION OF THE DIVISION OF INTERNATIONAL CRIMINOLOGY OF THE AMERICAN SOCIETY OF CRIMINOLOGY

(Modified Autumn 2004)

  I. NAME:

The name of the organization shall be the Division of International Criminology of the American Society of Criminology.

 II. PURPOSE

     The Division of International Criminology will be a constituent unit of the American Society of Criminology and will be in accord with the Constitution, Bylaws and policies of the Society. The purposes of the Division are:

  1. to foster research and exchange of information concerning criminology in an international perspective;
  2. to encourage effective teaching and practice of criminological principles and to develop curricula for courses in international criminology;
  3. to identify criteria and standards for evaluating criminal justice systems;
  4. to provide a forum for personal interaction and exchange of ideas among persons involved in international criminology; and,
  5. to promote conference sessions pertaining to international criminology.

III.   MEMBERSHIP:

Membership is open to educators, researchers, and practitioners in the field of international criminology and to students studying international criminology on a full-time basis. Membership in good standing in the American Society of Criminology is a prerequisite to membership in the Division of International Criminology. Only Divisional members in good standing will be eligible to vote at Divisional meetings and in Divisional elections, as well as hold office.

 IV.   OFFICES:

  1. There shall be the following officers of the Division:
  2. Chair will provide executive direction of the Division.
  3. Secretary will keep minutes of meetings and maintain records of the Division.
  4. The Treasurer will be responsible for keeping track of the income and expenditures of the Division and making sure that the Division maintains a balanced budget.  When informed that specific expenditures have been approved by the Executive Council, the Divisional Treasurer shall submit the bills to the ASC Office. Divisional dues will be collected by the ASC Office, who shall maintain a list of Divisional members. The ASC Office will maintain and manage all dues and other Division funds that may be raised.  The ASC Office shall dispense the funds solely for the Division’s use as requested by the Division leadership and in accord with the Division’s Constitution, and shall report those transactions to the ASC Executive Board

V.    EXECUTIVE COUNCIL

There shall be an Executive Council, composed of the Chair, immediate Past President, the Secretary, Treasurer and at least four Executive Council members. Members shall serve two years. The Board will review the budget and expenditures of the Division, advise the Chair on committee assignments, and bring recommendations forward to the Division membership.

VI.  AMENDING THE CONSTITUTION AND BYLAWS:

  1. Amendments may be proposed by any member of the Division. Amendments should be presented to the Executive Council for discussion and presentation to the membership. An amendment will be considered to be qualified if passed by a simple majority of those present at the annual business meeting. A qualified amendment will be approved when it receives a two-thirds majority vote by mail-ballot submitted to members in good standing. The Nominations Committee or Secretary will manage the distribution and counting of ballots. The results will be reported to the Chair of the Division and the Executive Council.
  2. Approved amendments shall take effect two months after the results of the mail ballot are received, unless specified otherwise in the text of the proposed amendment.

VII. PROCEDURE

Robert’s Rules of Order shall govern the procedure of the Society during all general and committee meetings, unless otherwise designated.
